The Ministry of Housing, Utilities and Urban Communities (HUUC)

The Ministry of Housing, Utilities and Urban Communities (HUUC) is one of the state sectors, concerned with the Arab Republic of Egypt’s comprehensive development, whether urban, communal, or economic. Their needs were represented in wanting to apply e-government methods to work processes and practices, in addition to publishing real estate data on the web with the goal of increasing efficiency and achieving transparency, as well as aiding ministry employees in performing their day-to-day tasks through the performance of various spatial queries and analyses.

Moreover, they wanted to achieve increased investment opportunities by allowing the general public to access the ministry’s web site to get necessary real estate and investment data, hence increasing investment possibilities. Furthermore, in an attempt to increase transparency and reduce bureaucracies, HUUC wanted a solution that would achieve that; a solution that would allow for increased interaction with citizens and the public through publishing the ministry’s smart maps, and allowing users to interact with it through common navigation tools.

Solution Concept

The solution is presented via two possible options, both based on Esri's ArcGIS Server.

Solution provides a portal for the Ministry of Housing that allows defining its current and achieved activities, as well as its planned future projects. The solution allows merging both tabular and spatial data into one data repository, in addition to providing administrators with the necessary access and authentication to adjust the data entered into the system at any point in time.
The system is constituted of a server side, which is the ministry’s information center and any affiliate entities and offices. The client side also includes any external entities that have a stake or interest in such data, as well as citizens, and investors.
